| PRESIDENT CALDERON KICKS OFF PUNTA COLONET PORT DEVELOPMENT |
After several years of discussion
and many hurdles overcome, the
Mexican Secretariat of
Communicationsand
Transportation (SCT) announced
on September 2, 2008 that
Mexico was officially launching
the process to accept bids for
the Punta Colonet deepwater
seaport development project. In
visiting the Punta Colonet site
(273 miles from LA/LB)
President Calderon stated, “This
project represents an investment
of 50 billion pesos from private investors that are awarded the
concessions, which includes
building a port and

related infrastructure equivalent in scope
to the modernization of the
Panama Canal.” The invitation to
bid includes construction and
operation of the Punta Colonet—
U.S. rail line, port administration,
and operation of a container
terminal. The Port is projected to
process about 1 mi l l ion
containers annually increasing to
beyond 10 million in 15 years. The $4-5 billion project is
expected to generate 83,000
jobs and contribute

$500 million to the Mexican economy
annually. Aside from the port
itself, there will be major
development in infrastructure
including an airport, public and
private housing, a power plant, a
natural gas terminal, and a
desalinization plant. Global

The recent Baja Norte Business Symposium held
at the Law Offices of Keesal, Young, & Logan was
a overwhelming success. The event, sponsored
by Global Business Advocates; Future Ports; the
Harbor Association of Industry and Commerce;
Weston Solutions, Inc., the Propeller Club, Grupo
Pinel; and the Long Beach International Trade
Office drew a capacity crowd from across a
myriad of industry sectors to discuss
opportunities for local companies interested in

ENSENADA AIRPORT DEVELOPMENT MOVES FORWARD—OPCION INTEGREDORA
BAJA AEROPUERTO RECEIVES USTDA GRANT FOR STUDIES |

The Opcion Integredora Baja
Aeropuerto (OIB) Board of
Directors Ernesto Ruffo,
Manuel Chavez, and Hector
Calderon have confirmed to
Global Business Advocates
that the OIB will soon be
receiving a $700,000 grant
f rom the U.S. Trade
Development Agency to
conduct a Master Plan,
Marketing Study, and the
Airport Development Business Plan. The USTDA grant will cover
|
about 70% of the funds
necessary to conduct the studies.
In related developments, the OIB
has also confirmed that they are
in negotiations with the Houston
Airport Development Corporation
regarding an MOU to operate and
manage the airport. As part of
Mexico’s National Infrastructure
Plan, the Ensenada Airport
project is being considered by
developers as a potential major air cargo |
hub. The federal permit from
the Mexican government to develop
the 8000 acre site was granted to the
OIB last year. The Airport’s 4000 ft.
runway will be able to receive the
Boeing 747 and Airbus A380.
Infrastructure projects to support the
airport include a water reservoir and
treatment plant, logistics terminal,
high-tech business park, residential
community, and a power plant. GBA is
